      No, it's just a confusing re-numbering, which is a LONG tradition for Doctor Strange, in particular.

      To try and make this as legible as possible:

      First you had Strange Tales which started in 1951. It was an anthology comic with 2-3 different stories every month. One story was featured on the cover, with a shorter backup story, and sometimes an even shorter second backup.

      Mostly, it was horror stories, sometimes sci-fi, sometimes more occult, often giant monsters with funny names.

      Starting in issue #101, Strange Tales started featuring Human Torch stories as the feature (but still occult and sci-fi horror backups).

      Doctor Strange first appeared in Strange Tales #110 as the third story. But he drew a big reaction, so he started recurring in back up stories until he started to become a co-feature, with equal length stories and shown on split covers with Human Torch.

      In Strange Tales #135, they stopped doing the Human Torch stories and instead made Nick Fury, Agent of SHIELD the co-feature with Doctor Strange.

      This lasts until #169 (1968), which does a REALLY weird thing and it splits into two separate titles. One of which keeps the existing numbering from Strange Tales:

      - Nick Fury, Agent of SHIELD #1

      - Doctor Strange #169 (This is usually called Vol. 1)

      Doctor Strange solo title continues until #183 before it is canceled abruptly due to low sales in 1969.

      Doctor Strange gets a new solo title starting with a fresh #1 issue in 1973 (Vol. 2).

      At this time, they resumed Strange Tales, baffling continuing Vol. 1 with #169 featuring various feature characters.

      Doctor Strange Volume 2 lasts until 1987, concluding with issue #81.

      Then Doctor Strange becomes the feature character in Strange Tales (Vol. 2) starting in 1987, with another fresh #1 issue.

      Doctor Strange: Sorcerer Supreme ran 90 issues into the late 1990s with its own numbering.

      There were a few more volumes with their own numbering after that, until you get to this series in 2015, starting at #1.

      In 2017, Marvel had a company-wide insanity where they renumbered all their major on-going titles with a number that added up all their previous solo-title volumes to arrive at a big number.

      So issue #381 of this series is actually issue #27. But they include ALL the issues of Strange Tales (including the ones that pre-dated Doctor Strange) and all of his solo volumes to add up to 381 total issues.
