Batman: No Man's Land (1999)

Months after the government sealed off Gotham City, the survivors within No Man's Land endure a brutal struggle for territory. Gangs carve out their own lawless zones, preying on the desperate populace. In this fractured landscape, The Scarecrow has commandeered a church relief project, using its vulnerable occupants as subjects for his latest fear toxins. Amidst the chaos, a signal has returned to the sky. Batman now moves through the ruins, his presence a direct challenge to the new order. He is joined by an unknown operative wearing the mantle of Batgirl, her methods as unyielding as the shattered city around them.
