The police chiefs of Asia have been systematically dismantled, their lives and careers left in ruin. The architect of this campaign is Nemesis, a costumed operative whose intellect and resources eclipse any conventional threat. His focus has now shifted to Washington, D.C., where he has begun a precise and public assault on the city's infrastructure and its guardians. The local authorities, trained for street-level crime, are unprepared for a foe who treats urban warfare as a personal game.
