Its inmates are not common criminals, but the world's most brilliant military, criminal, and political minds, all forcibly assembled by Doctor Doom. This facility serves as a captive think tank, its sole purpose to engineer Doom's vision for a new world order. Among them is Thunderbolt Ross, whose transformation into the Red Hulk provides a violent alternative to intellectual compliance. His rage becomes a destabilizing force within the complex, attracting the attention of other detained operatives like Machine Man and Deathlok. The concrete walls vibrate with contained fury.
